Is it possible to configure a rule to block attachments sent by users belonging to an alias but, only emails sent to external domains?

There is no mechanism in rules to check to see if a address is part of a group alias.

So your rule would have to consist of a Body contains and TO contains and From contains

You'd have to create 1 rule with the above pattern for each address you wish to filter on.
