Is it timing out when trying to connect to the remote server on the command channel (port 21 for standard ftp)?

No. This is some strange setup with a public FTP server and a private database server. The file is over 300mb and is sent from the private server to the public server when a request for the file is made by the WS_FTP script. The logs show a 'quit' being sent from us before the file finished loading on the public server. I set the TIMEOUT to 300 and the KEEPALIVE to 3600 but no luck.
