How does one block servers on Imail 2006.21 using kill.lst?

Example, I don't want email from

58.60.0.0 - 58.63.255.255

I was thinking

58.60
58.61
58.62
58.63

But will this block say 70.58.60.200 for example?

Also what about very large blocks.

66.97.160.0-66.97.191.255
89.149.128.0-89.149.143.255

The kill list is only for email addresses. so you could block anything from @spammerdomain.com

To block IP addresses you need to add them in the Control Access Lists. There is one for SMTP and another for POP3 - both are located on the SMTP and POP3 Service Pages
