This problem seemed to be caused by the domain root not having a dns entry, we had been setting up a domain to go live but were unable to point DNS to that domain do to the fact that this domain name was still be used on and exchange server.  In order to test the Imail we had to set up a test domain with a dns that was not root domain, this caused the queing and most other problems.  So this is resolved.
