I have seen this happen before when I first bring up the admin login page and as I mentioned in my prior post simply clicking refresh always fixed it.  It doesn't happen very often.  In fact, I've only seen it on a few rare occurrences, so it hasn't been given a very high fix priority.  We are currently in the process of rewriting the whole admin so any minor annoyances such as that will be taken care of by the rewrite.  If you are seeing this sort of thing happen repeatedly or are encountering some issue much worse than the text simply not appearing then most likely you have some other problem that needs to be looked at.  If you will give tech support a call, one of the technicians will be happy to take a look at your system and try to help you out. OMG, now I have heard it all from the forum guru.  This is an issue. Clicking refresh usually fixes the problem and causes the missing text to appear.
