This is where you use the Percent Variables.  Then, you will need to set up the Action Policy.  This is what will call the individual actions.  For example, you can set up an Action Policy called AlertMe that will contain 2 actions, one to email you when the monitor first triggers a "DOWN" state, then another to email you when the monitor goes back to an "UP" state.  The "Action to Perform" field is where you put the individual actions you defined earlier.  Now, you have to apply the policy.  You can do this by either going to the Device Property for a particular device, and setting an individual Active Monitor (for the specific monitor, such as Ping) or by going to the Actions property.
