The sending client needs to change that inline to attachment if it wants mail clients to display as an attachment. Outlook tends to handle multipart/mixed messages as attachments and has been displaying them incorrectly for awhile now. As seen when you have a text body and an html signature, Outlook will display one as an attachment instead of both in body of email.
