It was all about permissions for the most part. We also had some sort of DLL issue but assigning an administrative user to the virtual directory fixed the issue. Apparently my environment is a little off or more people will see this down the road. It is acting like a possible ASP coding issue. I have MDAC 2.8 loaded and I tried following other suggestions printed for 2006 version. no dice..
